In verse number 17, Allah SWT says, فَكَانَ

النَّارِ So they will both end up in
the fire.
The ones who are doing it, and the
ones who are supporting it.
The ones who are encouraging it.
The ones who are defending it.
They will both end up in the fire.
ذَٰلِكَ وَذَٰلِكَ جَزَاءُ خَالِدِينَ فِيهَا وَذَٰلِكَ جَزَاءُ الظَّالِمِينَ
And this is the reward of the oppressors.
